Appendix 2 – Proposals where objections are upheld in part

 

1.            Site 3 Marine Road, Royal Parade, Seaside, St Aubyn’s Road (Councillor Stephen Holt)

1.1         The proposal at this location is to implement a new permit zone C in Marine Road, Royal Parade, Seaside and St Aubyn’s Road, install new no waiting at any time restrictions as required to protect access, formalise two blue badge holders only bays in St Aubyn’s Road and extend a blue badge holders only bay outside the children’s centre in Marine Road.

1.2         Eight objections have been received, six on the grounds that the residents do not want to pay for permits and that the proposed changes will not ease parking difficulties. One objection is on the grounds that more disabled bays should be installed on Marine Road and one objection is on the grounds that the resident finds it confusing to have more than one type of bay in a single street. Three items of support were received for this proposal.

1.3         The proposal follows reports of difficulty parking in the existing permit zones and surrounding streets. Currently residents in Burfield Road, Leaf Hall Road, Marine Road, Seaside, and St Aubyn’s Road are eligible to purchase zone S permits. There are currently no permit holder parking bays on these roads. The proposal aimed to address this by installing parking bays in Marine Road, Seaside and St Aubyn’s Road. If the proposed zone C is withdrawn residents in Burfield Road, Leaf Hall Road, Marine Road, Seaside, and St Aubyn’s Road will no longer be eligible for zone S permits.

1.4         Having considered all the objections, officers are satisfied that there are sufficient grounds to withdraw the proposed permit zone but to continue with the extension of the blue badge holders only bay outside of the children’s centre on Marine Road. Residents wanting access protection can apply for an Access Protection Marking (APM) where a dropped kerb is present.

1.5         At the time of writing, Councillor Holt has not replied to provide their views regarding the recommendation.

1.6         Recommendation: To uphold, in part, the objections and to modify the proposal by only extending the blue badge holders only bay on Marine Road.

 

2.            Site 4 Longstone Road (Councillor Stephen Holt)

2.1         The proposal at this location is to install a new blue badge holders only at any time bay outside of the Eastbourne Blind Society building in Longstone Road.

2.2         One objection has been received, on the grounds that the bay would not be required outside of business hours. One item of support was received for this proposal and the objector confirmed that their objection would be satisfied by reducing the operational hours.

2.3         The proposal follows a request from the Eastbourne Blind Society to replace existing advisory keep clear markings with blue badge holder parking.

2.4         It is recognised that the proposals can be modified by reducing the proposed operating times from at any time to 8am to 5pm, meeting the needs of the Eastbourne Blind Society and also allowing residents to utilise the spaces overnight.

2.5         At the time of writing, Councillor Holt has not replied to provide their views regarding the recommendation.

2.6         Recommendation: To uphold, in part, the objections and to modify the proposal by reducing the proposed hours of operation to 8am to 5pm.
